HISTORIC DISTRICT COMMISSION

APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS

 

This application must be received by the Office of Community Development and Services a minimum of ten working days prior to the scheduling of the application on the Historic District Commission agenda. Applicants are strongly encouraged to conduct a preliminary discussion with staff and/or the Historic District Commission prior to the consideration of an application. The Commission generally meets monthly.

 

Please consult the Secretary of the Interior’s Standards for Rehabilitation and the Historic District Commission guidelines for specific details on permissible alterations to the exterior of a structure or for the construction or demolition of any structure within the Historic District that require a CoA.

 

The following information shall be attached to this application. Additional information is encouraged:

  1. Eight sets of plans drawn to a legible scale depicting the proposed alteration including size, a detailed description of materials and finishing work to be completed.

  • Plans shall show existing property lines and any prominent features on the site.

 

  1. A minimum of the following photographs labeled to indicate the direction of view:

  • Current photo of the structure as seen from the street;

  • Close up of existing detail in present condition proposed for alteration.

DEMOLITION OR REMOVAL

 

1. Applications for the demolition or removal of any structure within the Holland Historic District shall:

(a) State the name of the property owner.

(b) A site plan, drawn to a legible scale of the proposed use and appearance of the site after removal or demolition of the structure. The plan shall show property lines and other pertinent features of the site.

(c) A description of the type, design, size and use of any new structure to be erected on the site.

 

2. The applicant shall meet with the Commission for an initial discussion of the demolition or removal. At the subsequent regularly scheduled meeting the Commission shall consider the application for demolition or removal. A notice shall be published in a newspaper of general circulation in the City of Holland regarding this request and the date and time of the meeting. In addition, a copy of such notice shall be mailed by regular mail, to the owner of the structure at the address of the application.

 

3. At the meeting of the Commission specified in the notice, reasonable time shall be allotted for audience comment on the proposed removal or demolition. At this meeting, the Commission shall also hear reports, if requested by the Commission, concerning the safety or condition of the structure, historic or architectural merit of the structure, or alternative uses for the structure or site. Applicants or their representatives shall have the usual opportunity to submit further information concerning the application.

 

4. Action on the removal or demolition may proceed with a simple majority of a quorum of Commission members present required to carry a vote.

 

5. The procedure outlined in this section is to be follow in the case of all applications for demolition or removal of structures within the Historic District EXCEPT:

The Commission may approve an application for demolition or removal at any meeting upon the unanimous vote of the members present that such structure is of such minimal historic or architectural significance that its demolition or removal would clearly be compatible with the purposes of the Historic District Ordinance and that its demolition or removal would have no adverse impact on the adjacent area or upon the Historic District as a whole.
